Occupational Health and Safety Act (ZVZD-1)
ZVZD-1 sets employers' occupational health and safety duties, including a written risk assessment and measures to prevent workplace violence, mobbing and harassment.
Who it applies to
- All employers and workers in Slovenia.
- Separate duties also apply to self-employed persons.
- Particularly relevant for activities involving contact with customers, patients and passengers.
Key obligations
- A written risk assessment and safety statement: the employer must assess in writing the risks to which workers are or could be exposed at work (Article 17).
- Revision of the risk assessment whenever measures prove inadequate or circumstances change (Article 17).
- At workplaces with a higher risk of third-party violence: designing the workplace and equipment to reduce the risk, planning procedures for violent events, and informing the affected workers (Article 23).
- Adopting measures to prevent, eliminate and manage cases of violence, mobbing and harassment, and psychosocial risks (Article 24).
Penalties
Fines for the employer range from EUR 2,000 to EUR 40,000, and for the employer's responsible person from EUR 500 to EUR 4,000 (Article 76); for workers EUR 100 to EUR 1,000 (Article 77); and for self-employed persons EUR 500 to EUR 10,000 (Article 78).
Status in Slovenia
Enforcement is carried out by the Labour Inspectorate of the Republic of Slovenia. The Article 17 risk assessment is the foundation for all further measures — including a workplace violence prevention programme.
