OVV verifies whether an organisation has responsibilities defined in advance, proportionate procedures and evidence that its system for handling reduced psychophysical capacity works in practice as well.

When it happens

A policy is the beginning. It is not proof that the system works.

When a suspicion of an employee's reduced psychophysical capacity arises, there is no time left to look for answers. The manager must know who may act, how the suspicion is documented, what happens in the event of a refusal and who may access the result.

OVV assesses the gap between what is written in internal rules and what the organisation actually does. The subject of the assessment is the employer's system, not individual employees.

Each area is verified through documents, interviews and evidence of actual use. The mere existence of a policy is not enough.

    Clarity, accessibility and mutual consistency of the rules in relation to the organisation's actual risks.

    Differentiation between workplaces and proportionality of measures to the specific exposure.

    Who recognises a suspicion, who decides, who leads the procedure and who takes further action.

    Competence

Certificate levels

The level is determined by evidence, not by the package ordered

An organisation can set a development goal, but it cannot buy a level. The final level is determined after an assessment of the conditions met and of how the system works.

  1. I · Bronze

    The system is established and verifiable.

    The basic internal foundations, responsibilities and procedures are defined. Key persons know their tasks, and the required elements are documented.

  2. II · Silver

    The system is applied and monitored regularly.

    Through records and other evidence the organisation demonstrates the use of the procedures, the handling of deviations and the monitoring of the measures adopted.

  3. III · Gold

    The system is part of management and demonstrates effectiveness.

    Management evaluates the system regularly, uses the findings for improvement and demonstrates its effectiveness within the defined scope through results.

A single incident or positive result does not in itself mean a failed system. What matters is whether the organisation detected it in time, handled it correctly and derived the necessary improvements from it.

The process

From scope to a reasoned decision

The certificate always refers to a predefined organisation, location, unit, group of workplaces or process.

    We define precisely what the assessment will cover and what it will not.

    Application and offer

    The organisation receives the conditions, the schedule and the price according to the scope.

    Self-assessment

    The responsible persons review the current state in a structured way.

    Review of evidence

    The relevant rules, procedures, records and samples of implementation are checked.

    Interviews and assessment

    It is verified whether what is written is also applied in practice.

    Report

    The organisation receives the findings, the non-conformities and the deadlines for remedying them.

  8. 08

    Separate decision

    The award and the level are decided by a person or committee that did not carry out the main advisory or assessment work at the same organisation.

  9. 09

    Award and register

    The certificate states the level, the scope, an identification number and the expiry date.

  10. 10

    Reassessment

    Before the 12 months expire, the changes and continued compliance with the criteria are verified.

Joining the process does not guarantee the award of the certificate or of a particular level.

Limits of the certificate

What OVV confirms – and what it does not

OVV confirms that, within the stated scope and on the date of the decision, the organisation met the criteria of the applicable version of the scheme and demonstrated with appropriate evidence that the system works.

  • It does not assess the health of individual employees.
  • It does not guarantee the absence of alcohol, drugs, incidents or injuries.
  • It does not confirm the lawfulness of every individual measure.
  • It does not replace a risk assessment, occupational medicine, OHS or a legal assessment.
  • It is not valid outside the scope stated on the certificate and in the register.
  • It is not a state, ISO or accredited certificate.

Impartiality and transparency

The process is paid for. The result is determined by the criteria.

IVSR is the scheme owner, the manager of the criteria and the issuer of the certificate. Assessments are carried out by approved providers under uniform rules. The initial approved operational provider is Detektivsko varnostna agencija d.o.o.

A person who has carried out the main part of the advisory, operational or assessment work at the same organisation does not take the final decision on the award or the level. Possible conflicts of interest are checked before every assignment.

    An appeal is decided by a person or body that did not take part in the original decision.

Public verification

Register of OVV certificates

Each public record will contain the organisation's name, the exact certified scope, the level, a unique number, the scheme version, the issue and expiry dates and the current status.

The QR code on the certificate will lead directly to the valid public record.

Frequently asked questions

Short answers to important questions

Does the certificate confirm that there is no alcohol or drug use in the organisation?
No. It assesses the employer's system. A single incident or positive result does not in itself mean that the system is inadequate.
Can an organisation buy the Gold level?
No. The organisation pays for the process, not for the result. The level is determined by the criteria met and by verifiable evidence.
Does the assessment have to cover the whole organisation?
No. It can cover a single location, unit, process or group of workplaces. The limitation is stated clearly on the certificate and in the register.
What happens if the organisation does not meet all the conditions?
It receives a report listing the non-conformities. If they can be remedied, a deadline for submitting evidence is set. If the mandatory conditions are not met, the certificate is not awarded.
How long is the certificate valid?
Twelve months. Renewal requires a reassessment of the changes and of continued compliance with the criteria.
Do we have to hand over employees' personal data?
As a rule, anonymised evidence, sampling or supervised inspection is used. Certification does not collect data that is not needed for the assessment.
Is OVV a state or ISO certificate?
No. OVV is a private IVSR programme certificate. It does not represent state approval, accredited certification or a certificate of conformity with an ISO standard.
How long does the process take and how much does it cost?
It depends on the size of the organisation, the number of locations, the scope and how ready the evidence is. After the introductory conversation the organisation receives a written schedule and an offer.
