Integrated security system

Its components are mechanical and structural protection; technical systems — access control, video surveillance, intrusion and fire detection, perimeter protection; organizational measures with policies, procedures, a guarding function and key and visitor regimes; the human factor through training, screening within legal limits and security culture; information and cyber security; and crisis and business continuity management.

The underlying logic is layered defense: deter, detect, delay, respond. The layers must be balanced against one another, and the overall level is set by the weakest link. A camera no one monitors does not detect; a delay shorter than the response time achieves nothing; access control with shared cards does not identify anyone. Design therefore starts from a risk assessment and from what must be protected, not from an equipment catalog.

Modern technical systems are also information systems. Cameras, controllers, intercoms and building management systems sit on the network, run firmware, have user accounts and often remote access, which makes them both a target and a route in. Physical and cyber security consequently cannot be run separately: the same asset inventory, the same patching, network segmentation, disciplined account management and event logging.

The data such a system generates — video recordings, access records, visitor logs — is personal data, so its processing is bound to a purpose, retention periods, notice requirements and defined access. Part of private security activity is separately regulated in Slovenia, and individual sectors have their own security requirements, which must be taken into account at the design stage rather than at deployment.
